This is just a little redundant, don’t you think? Labour laboring.

tenants are requested to park their vehicle in the slot that has been numbered according to their apartments, thank you management

It is not uncommon in “English as a second language land” to see signs that are anything but terse. This sign could use a good editor with a red pencil.
